CLARKSBURG -- The Finance Committee is back to full membership following the appointment of three residents to the board.
Town Administrator Thomas Webb said Thursday that Lori-Anne Aubin, Rebecca Buck and Mark Denault have been appointed to the committee by Town Moderator Bryan Tanner. Aubin will serve a three-year term on the board, Buck a two-year term and Denault a one-year term.
"They all have some financial background, and Bryan thought they would be good candidates to fill the openings," Webb said.
A total of five people submitted their names to be considered for the committee, and letters were sent to the three who were appointed on Wednesday, Webb said.
Aubin, Buck and Denault will replace former committee members Mary Beverly, Paula Wells and Linda Ethier who had to leave the committee in July after it was discovered that they had overstayed their term limits.
In a July 25 letter to the three women, Tanner said that he had recently been reminded of a town bylaw that set term limits for Finance Committee members. The bylaw, which was approved at a special town meeting on June 21, 1972, stated that each committee member shouldn't be appointed for more than two successive terms. Tanner said that with the terms being set at three-years, the maximum amount of time a person could be on the Finance Committee consecutively was for six years. Wells had been on the committee since 2001, Ethier since 2004 and Beverly
Denault, a long-time resident of the town, and police chief from 1991-2003, said that with the three Finance Committee members having to leave, the right thing to do as a resident was to try to help.
"I have some budget experience from my time there, and I felt that could add value for the committee," he said.
Webb said the terms for Aubin, Buck and Denault have been staggered so that they're not all forced to leave the committee at the same time. With a committee member allowed to serve a maximum of two successive terms, Buck would only be eligible to serve five consecutive years on the committee, and Denault would only be able to serve four years, he said. Aubin would be allowed to serve the full six years, he said.
The bylaw doesn't define how long a person needs to be off the Finance Committee before being appointed to it again, he said.
"Basically a person can be off the committee for one year before being re-appointed," he said.
