POWNAL, Vt. -- Second Class Petty Officer Mark Evans, son of Mr. and Mrs. Mark Evans of Pownal Center, was named "Outstanding Sailor of the Month" for February for the operations department of the U.S. Naval Station in Rota, Spain. He enlisted in the Navy in March, 1958 and completed three years of shore duty at Whidbey Island, Washington, before being assigned to Rota for three years of overseas shore duty in February, 1962. NORTH ADAMS -- Scoutmaster Douglas Shepley of Troop 88 last night presented awards to four scouts at a troop meeting at the First Congregational Church. A two-year service pin went to Mark Feder. Bruce Shepley was presented a one-year service pin and Gary Brailler and Robert Chilson were presented Second Class badges.

CLARKSBURG -- Bonnie Eichorn, daughter of Mr. and Mrs. Robert Eichorn of Clarksburg, participated in a Hartwick College January Term management program in Germany. She is a junior at Hartwick. The four-week program was designed to help students develop an understanding of economics and management in the international setting.
ADAMS -- William DeBlois of 9 Hayer St., was awarded the annual music scholarship presented by the Mt. Greylock Chapter of Sweet Adelines Inc. The scholarship is awarded annually to a student in the area who is pursuing a career in music. DeBlois graduated in 1987 from Hoosac

WILLIAMSTOWN -- Williamstown Elementary School fourth-graders displayed simple, home-built machines that solve everyday problems during an all-day annual Invention Convention held at the school. Some of the inventions are a celery chopper made by Elijah Maynard-Snow, a mouth-powered helping hand made by Jude Dirks, a nut crusher made by Whitney Wells, and a scale-model chairlift made by Ben Kobrin.
SAVOY -- Savoy will have two candidates running for the Select Board position currently held by Don Phinney in the upcoming local election in May. Phinney, who has held the job for two terms, will not run again. The candidates are Peter Kelleher of Bog Pond Road and Emile Mazur of Main Road.
